Если родителей действительно арестовали в 1934-1935 вместе - это больше похоже на арест по экономическому преступлению. Документы по таким делам скорей всего уничтожены. В такой ситуации должен быть обыск и, скорей всего, конфискация квартиры.
It is possible, but again does not seem right to me. Arresting both parents? Not common. Forgetting about the child, so it ends up not in an orphanage but instead picked up by new foster parents? Against the practice, I think.
So here are some more ideas:
1. Try searching for Yakov and Rosa Krukov. Cannot exclude them being close relatives. And cannot exclude the parents simply leaving the child with them.

Or an officer. Or someone who participated in the Civil War and still had the uniform, and still had friends from those days. ==> can we try checking Civil War, there are some lists, particularly of decorated participants.
3. The kid's working knowledge of English seems implausible. One-two years of Soviet school ? Good enough to remember the alphabet, not to translate. Could he learn it at home?

Specifically: what if there was no arrest at all, but a foreign posting? Too early for Spain but not for China, maybe something else. Child left with relatives, too young, he did not understand what happened.
And of course, there is also a possibility that there was no arrest, but there was a robbery that ended up with deaths of the home owners. Don't know if something like this can be checked,
